Domino 6 added double encoding protection to URLs to the actual HTTP Domino task. This was done to protect the Domino server from hackers using the % sign in their attacks.  The result is that file names in documents containing the % sign cannot be double encoding and referenced (clicked on as a link) from the web. 
 
However, if you would rather have more vuneralbility and use the % sign, you can disable this security measure with the following URL ini parameter: 
HTTPAllowDecodedUrlPercent=1
